Curtis reported to the Commanding Officers' Training Camp at Fort Shepard, Ill. in Aug. 1917. He was commissioned a 2nd Lieutenant, Infantry Section, Officers' Reserve Corps in Feb. 1918, and promoted to 1st Lieutenant in Aug. 1918. In Oct. 1918 he was appointed Gas Officer at Camp Kearny, Calif. In Feb. 1919 he was transferred to the American Expeditionary Force, Siberia, and assigned to the 27th Infantry. Fort Arbuckle was built in the Indian Territory of Oklahoma on April 19, 1851 and was formally designated a fort in June 1851. It was established by the U.S. Army to protect the region's relocated Chickasaw and Choctaw tribes from raids by Kiowa and Comanche Indians.
